On July 16, in order to further promote the management of the list of imported products purchased by the provincial health and family planning institutions, simplify procedures and improve the efficiency of government procurement of imported products, according to the Opinions of the General Office of the Guangdong Provincial People’s Government on Further Deepening the Reform of the Government Procurement Management System (Guangdong Office Letter [2015] 532), Guangdong Province The Provincial Finance Department forwards the notices of the Ministry of Finance on the issuance of the Measures for the Administration of Import Products Purchased by the Government (No. 9 of Guangdong Finance Purchase [2008]), the Notice of the Guangdong Provincial Health and Family Planning Commission Office on Strengthening the Administration of Import Products Purchased by the Government (No. 128 of Guangdong Health and Family Planning Office) and other documents, which are declared by the relevant units on their own. The list of permissible and controlled imports of medical devices purchased by the provincial health and family planning institutions in 2018 has been formed by unified demonstration (see annex).
At present, the list is still in the public notice period, and the public notice period is 5 working days (July 16, 2018 -7 20).
Among them, 121 kinds of medical instruments, including mobile MRI, mobile CT, 3.0T and above MRI, 64-row and above CT, SPECT, oral CT, DSA, accelerator, high-grade four-dimensional color Doppler ultrasound, laparoscopic system, multiple endoscopy systems, multiple IVD equipment and a variety of optical equipment, were listed in the list of permitted imports. The main reason is that there is no such medical equipment in China (or less than three domestic similar products), and there is still a big gap between domestic products and imported products in some application areas.
In addition, MRI below 3.0T, CT below 64 rows, DR, color Doppler ultrasound, anesthesia machine, hemodialysis machine, hydrogen peroxide cryogenic plasma sterilizer, operation shadowless lamp, multi-parameter patient monitor, fetal monitor and fetal central monitoring system, defibrillation monitor, electrocardiograph, injection pump, infusion pump, blood cell analyzer, etc. 55. Medical devices were included in the list of controlled import catalogues. (see Table 2)
The reason is that domestic products have more brands and mature technology to meet the basic needs of clinical use.
Basically, the two lists issued by the Guangdong Health Planning Commission reflect to a certain extent the technological development of domestic medical devices. In a few areas, domestic medical devices have been replaced by imported ones. However, in more areas, domestic medical devices still need to catch up.
